CareMart Website Order Terms and Conditions
Our ordering cycle goes from Tuesday 12:00a.m. EST to Monday 11:59p.m. EST. Orders must be completed by 11:59p.m. EST on Monday to ensure delivery as outlined in each category.
1. Product Substitution
All products depicted (in images and text) are subject to change or substituted. The images associated with your order are only a representation of what is available. The descriptions are subject to substitution based on limitations placed on the recipient. Because of availability issues that arise from time to time, it may be necessary to substitute different product(s) of the same kind. All products are of equal or greater value.
Payment is collected at the time the order is placed. We accept payment by Visa, MasterCard, and Discover only. The charges will appear on your credit card immediately as “Virginia Beach Sheriff's Office.”
3. Refunds and Delivery
All sales are final. There are no cancellations or substitutions permitted by the customer or recipient. Regardless of the amount of orders, inmates will receive a maximum of two Fresh Favorite meals delivered at the same time and date each week (POLICY CHANGE TO NO LIMIT ON MAY 14,2013. SEE CONDITION #5). No special considerations will be given to your order request.
Upon request, if a care package is not delivered, a fresh favorite meal is not prepared because the inmate has been permanently released from the Virginia Beach Correctional Center, the recipient has a medical restriction and is not allowed to receive a product, the order is for an inmate serving weekends and was violated and sentenced to serve straight time, or the order was a weekender inmate that did not show up for the weekend of scheduled delivery, a credit for the purchase amount will be applied to the purchaser’s credit card less a 15% restocking fee. Within 30 days upon the inmate's permanent release, you must send an email through the Contact Us page; provide the order number, inmate name, along with release date of the inmate. You will receive an email confirmation once the refund has been applied to your account. It may take TWO WEEKS for a credit to appear on your bank statement. ** EXCLUSION: Any inscribed care package items will not be refunded i.e., radios, shoes, or any other inscribed items not listed. You will be notified by email to pick up inscribed items within seven days. After seven days, the inscribed items will be discarded. **

We make every attempt to deliver your order on the next scheduled delivery day according to the facilities permitted delivery times. Our current normal delivery for care packages is Saturday of each week. Orders may not be transferred to another inmate in the Virginia Beach Correctional Center.
4. Punishment restriction
Please note that if the recipient is on a punishment restriction, items purchased from CareMart will be held for delivery until the punishment restriction is removed. Inmates coming out of Restricted Housing or Loss of Privileges on a Friday or Saturday do not get their canteen or CareMart packages on that Saturday. Their canteen/CareMart packages will be delivered the following Saturday. Effective May 28, 2013: If an inmate is unable to receive Fresh Favorites due to punishment restriction, once the Fresh Favorite privilege is restored, we will deliver a maximum of two Fresh Favorite meals each week until all of the tickets are completed. EXCEPTION: If the inmate submits a written request for delivery of all outstanding Fresh Favorite products, it will be delivered on the next scheduled delivery date(s) which are posted in red under Fresh Favorites:http://www.vbsocaremart.com/category/64-fresh-favorites.aspx
5. Delivery of Fresh Favorites

Fresh Favorites Unlimited:
Fresh Favorites will continue to be delivered to your loved one once a week. There will is not a limit on the number of Fresh Favorites meals an inmate can receive at one time; example: if you order an inmate three Fresh Favorite meals at the same time, they will receive all three Fresh Favorite meals at the same time. Deliveries will begin at 2p.m. each day. Inmates will have until 5:30p.m. to consume all of the meals, ice creams, and milks. Promptly at 5:30p.m., all meal containers will be collected; inmates are not permitted to keep any food that has not been consumed. When placing an order, only order the amount of food that can be consumed in one short sitting.
If an inmate is unable to receive Fresh Favorites due to punishment restrictions, medical reasons, or for any other reason not listed, once the Fresh Favorite privilege is restored, we will deliver a maximum of two Fresh Favorite meals each week until all of the tickets are completed. 6. Delivery of Late Night Snack Bags
Late Night Snack Bags Unlimited:
Late Night Snack Bags are delivered Monday-Friday. There will be no limit on the number snack bags your loved one can receive at one time; example: if you order three Late Night Snack bags at the same time, your loved one will receive all three Late Night Snack bags at the same time. Deliveries will begin after 2:30p.m. each day. Your loved one will have until 11:00p.m. to consume all of the contents. Snack bags must be discarded by 11:00p.m.; your loved one is not permitted to keep any food not consumed. When placing an order, only order the amount of food that can be consumed in one short sitting.
7. Questions/Concerns regarding Canteen purchases and CareMart purchases:
Within 60 days of purchase, the customer whom places a CareMart order must submit an email by “Contact Us” at www.vbsocaremart.com for resolve of any questions or concerns regarding a CareMart order.
8. Questions/Concerns regarding non-delivered CareMart orders:
Within 60 days of purchase, the customer whom places a CareMart order must submit an email by “Contact Us” at www.vbsocaremart.com for resolve of any non-delivered CareMart products.
9. Shipping/Handling & Processing Fee
A $3.00 shipping/handling & processing fee will automatically be charged to every order. The fee will be realized in the"Shipping" field on the order check out page. The money collected from the shipping/handling & processing fee is donated to Jail Ministries, Virginia Beach Offender Re-Entry Initiative, and the Deputy Wellness and Recreation fund. Please note that this is a non-refundable fee.
10. Electronic Cigarette Disclaimer Effective April 7, 2014/Age requirement updated June 25, 2019
By purchasing these electronic cigarettes, I acknowledge that I am AT LEAST 21 YEARS OF AGE and the person I am purchasing the electronic cigarettes for is AT LEAST 21 YEARS OF AGE. I understand and agree that the use of this product is completely voluntary. I hereby waive any claim whatsoever against the Sheriff of Virginia Beach, the Virginia Beach Sheriff’s Office, or the City of Virginia Beach that arises out of the purchase or use of these electronic cigarettes. I further agree to hold harmless and indemnify the Sheriff of the City of Virginia Beach, the Sheriff’s Office of the City of Virginia Beach and the City of Virginia Beach, as well as any employee or agent of the Sheriff’s Office or the City of Virginia Beach, for any action arising out of the purchase of the electronic cigarettes provided by the City of Virginia Beach Correctional Center.
The Virginia Beach Sheriff’s Office does not guarantee the electronic cigarettes sold for inmate use and does not directly replace damaged or faulty product. Any damaged or faulty product can be sent, by the inmate that purchased it, to the manufacturer for replacement, to the extent authorized by the manufacturer.
